Investigate Human Rights Abuses against Women and Children in Northern C.A.R.

Dear Lamine Cisse,

I am writing to express great concern for the thousands of innocent civilians whose lives are in jeopardy due to the complete lack of security in the northern region of the Central African Republic (CAR). Men, women, and children are being subjected to violent human rights abuses committed by members of armed groups operating in the region, members of the CAR’s own security forces, and armed bandits known as “Zaraguinas”. Women and children are particularly being impacted by the severe levels of violence as rape and other forms of sexual violence are carried out with impunity and as children are being kidnapped, often multiple times, and held for ransom by armed bandits.

Given my concerns, I urge the CAR authorities to take the following immediate steps to protect the people of northern CAR:

• Take all effective measures to protect civilians, including the internally displaced persons living in northern CAR, from attacks by armed groups and bandits.

• Ensure that the CAR security forces respect the government’s obligations under international human rights and humanitarian law, in particular those laws relating to the protection of civilians, and ensure that civilians are never arbitrarily nor indiscriminately targeted.

• Ensure that allegations of rape and sexual violence committed by any armed group or members of government forces are promptly, thoroughly and independently investigated. Victims and witnesses should be protected.

• Formulate a detailed action plan to provide for the protection of children from abduction and other forms of violence.

• Take steps to thoroughly investigate cases of abduction of children in order to identify, apprehend and bring the perpetrators to justice.

Under international law, parties to an armed conflict have a responsibility to take all feasible steps to ensure the protection of civilians. Deliberately targeting civilians in a situation of armed conflict is a violation of international humanitarian law. It is a war crime. In some circumstances it could constitute a crime against humanity.
